Housing growth in the Philippines is no longer a story that can be understood through property sales alone.
As communities expand, developers have to coordinate with government, utilities, financial institutions, planners, and other stakeholders whose decisions affect the pace and quality of development.
That need for coordination is a central message of the 34th National Developers Convention of the Subdivision and Housing Developers Association (SHDA), taking place September 16 to 17, 2026 at Marquis Events Place in Bonifacio Global City, Taguig.
The convention theme, “Elevate: Sustaining Progress through Collaboration and Strategic Housing Innovations,” reflects a sector looking for practical ways to strengthen partnerships and improve the development environment.
For regional markets, the emphasis on coordination is especially relevant. Housing projects depend on access to infrastructure and services, and these requirements become more complex as cities and surrounding communities grow.
The convention will therefore include discussions on water resources, electricity, telecommunications, and solid waste management.
National Water Resources Board Executive Director Dr. Sevillo David, Jr. will discuss regulations affecting private-sector access to water, while other sessions will address essential utility and service considerations.
Land policy is another important part of the development equation. Department of Agrarian Reform Adjudication Board Member III Asec. Atty. Rolando S. Cua will discuss the legal and regulatory framework surrounding housing development, including land conversion and clearance.
The business environment will receive substantial attention.
Sen. JV Ejercito will present legislative directions on housing, urban planning, and resettlement. Department of Economy, Planning, and Development Social Development Staff Director Girlie Grace Casimiro-Igtiben will discuss economic priorities connected with the housing sector.
BIR Deputy Commissioner Atty. Larry Barcelo will provide tax updates, while Anti-Red Tape Authority Deputy Director General Dr. Lea Grace Salcedo will discuss efforts to streamline government procedures.
Pag-IBIG Fund Business Development Head Fermin Sta. Teresa, Jr. will highlight partnerships and offerings that can help developers.
For industry participants outside the capital, the value of these discussions lies partly in identifying approaches that can be adapted to local conditions.
Philippine cities do not share identical infrastructure capacities, buyer profiles, or growth patterns, making collaboration between national institutions and regional stakeholders important.
Market intelligence will help inform that work. PIDS Vice President Dr. Marife Ballesteros will discuss evolving demand and demographic trends. Philippine Survey Research Center Executive Director Cristina Reyes will focus on changing buyer preferences and the expectations of future homeowners.
A Housing Roadmap developed through a University of Asia and the Pacific research team led by former president Dr. Winston Conrad Padojinog, with SHDA and other housing organizations, will provide another reference point for the sector.
The convention will also examine innovation in a broader sense.
Joy~Nostalg Group Raemulan Lands Founder and Group Executive Officer Jacinto C. Ng., Jr. will share initiatives involving renewable energy and community transformation.
Design and creative perspectives will come from GIGIL Founding Partner Badong Abesamis, Dan Matutina of Plus 63 and Hydra Design Group, and PGAA Creative Design Principal and Founder Archt. Paulo Alcazaren.
SHDA says the objective is to move from discussion to implementation. Overall Chair Clarissa De Joya said delegates should gain practical strategies for dealing with property-development processes.
Chairman Engr. Francis Richmond Z. Villegas highlighted the association’s engagement with government and industry partners, while National President Kerwin V. Padua said the organization wants the housing agenda to advance through concrete action.
The adoption of Convention Resolutions will be a major output, providing formal recommendations based on the two-day discussions.
The gathering also includes a Fellowship Night, giving developers and partner organizations an opportunity to strengthen relationships that may lead to future projects and collaborations.
For housing stakeholders in Mindanao and other regional markets, the larger takeaway is that sustainable growth will require more than building additional units.
It will require partnerships capable of connecting policy, infrastructure, finance, market demand, and community planning.
